Malaysian Communication and Multimedia Commission (Policy & Strategy, 2006)


We conducted a cost-benefit analysis on the liberalisation of the Telecommunications, Computer and Related Services and Postal and Courier services sectors. These sectors are some of the most dynamic in the development of Malaysia and have significant economic multiplier effects. In 2005, these sectors collectively contributed RM27.4bn, to the Gross Domestic Product (‘GDP’) of Malaysia.

In this crucial assignment for MCMC, we thoroughly analysed the impact of potential liberalisation on Malaysia, her economy, her corporates and her people. We conducted a holistic balanced assessment of these impacts, positive and negative, and proceeded to outline the strategic way forward for Malaysia in her stance to the World Trade Organisation (‘WTO’), Asean Free Trade Agreement (‘AFTA’) and bilateral trade talks and negotiations, with respect to these sectors. We understood wholeheartedly that Malaysia’s future international competitiveness and economic development are, inter alia, highly dependant upon these possible steps to be taken.
