Integrasi Sistem Pengangkutan Awam Lembah Klang (INSPAK)

INSPAK involves the Industry-wide restructuring of the Klang Valley Urban Public Transportation system, which consist the following elements :

  • Separation of asset ownership (AssetCo) from operations and the consequent creation of a new Operating Company (OpCo), called RAPID KL.
  • The amalgamation (i.e. M&A) of four key but disparate public transport operations previously known as PUTRA rail services, STAR rail services, INTRAKOTA bus services and CITYLINER bus services into one major operation company, RAPID KL. It is anticipated that RAPID will be the most important public transport company in Malaysia, providing transport infrastructure to over 80% of commuter trips in the Klang Valley, being the most productive area in the nation.
  • Revamp of the existing concessionary structure to a legal structure encompassing an Operating Agreement (between SPNB and RAPID) and an Integration Agreement between RAPID and all other major owner operators.
  • Consolidation of regulatory powers and jurisdiction over public transport into the creation of a single regulatory authority, now announced in the 9MP as the Klang Valley Public Transport Commission (KVPTC).
  • The KVPTC is to regulate all aspects of public transport within the Klang Valley, thus resolving the many conflicting regulatory roadblocks which congest the public transport system currently.
  • Integration Objective (currently ongoing) : To provide the commuting public with a an integrated public transport infrastructure with a common fare and ticketing structure, allowing the public with seamless travel across all modes and service providers of public transport in the Klang Valley.
